Winter sets in in eastern Austria: snow and travelers' rights

The onset of winter and heavy snowfall in eastern Austria pose a challenge for travelers. Transport companies and infrastructure operators face particular challenges on days like these. The apf provides information on travelers' rights in such situations based on specific scenarios.

Anyone traveling these days should be aware of their air and passenger rights.

Scenario 1: The train is delayed

In the event of a delay of at least 60 minutes, passengers with single tickets for long-distance travel are entitled to compensation of 25% of the ticket price, and in the event of a delay of 120 minutes or more, they are entitled to 50%. In exceptional cases—such as extreme, uncontrollable weather conditions—this entitlement may not apply. Whether this is actually the casewill be examined on a case-by-case basis. Holders of annual tickets will NOT receive compensation for a single delayed or canceled train, but will receive a lump-sum compensation if the punctuality rate falls below a certain level.

If no agreement can be reached with the railway company, the Agency for Passenger Rights apf) provides free assistance in enforcing claims.

Scenario 2: The flight is canceled, e.g., due to the closure of Vienna Airport.

Even though passengers are not usually entitled to a lump-sum compensation payment for weather-related cancellations, they are still entitled to important care services:

  • Alternative transportation or refund of the ticket price
  • Meals and beverages
  • hotel accommodation including transfer for longer waiting times

If travelers have to organize these services themselves, they should keep all receipts. The apf will check whether the airline has fulfilled its obligations.

Scenario 3: The long-distance bus is stuck in the snow

Passengers are entitled to certain rights if their journey is delayed by 90 or 120 minutes, in particular the right to information and, where applicable, other services (e.g., cancellation of the onward journey and reimbursement of the fare). It is particularly important that passengers are informed of delays in a timely and transparent manner.

If this does not happen or if rights are denied, apf can also mediate in bus transport.

Traveling well prepared through the winter

Recommendations of the apf:

  • allow sufficient time
  • Keep tickets, booking confirmations, and invoices
  • Document delays
  • In the event of an emergency, first contact the transport company.

If no satisfactory solution can be found, the Agency for Passenger Rights apf) is available as an independent and free arbitration body.
