Balance sheet of the conciliation body in the rail sector (2015-2023)

Since the Agency for Passenger Rights was founded in 2015, more than 5,600 arbitration procedure have been completed at the arbitration board by 2023 - and more than 650,000 euros have been recovered for the applicants. This corresponds to an average of 116.70 euros per completed procedure.

Number of proceedings concluded

Since 2015, not only has the number of arbitration requests submitted risen sharply, but also the number of arbitration procedure concluded.
From 287 procedures in 2015 to a new record of 978 procedures in 2023.
On average, the experts from the rail arbitration board concluded 2.7 procedures per calendar day in 2023. The long-term average was 1.7 [nbsp]proceedings per calendar day. In 2022 and 2023, there were significant increases in both applications and completed procedures compared to the previous record year (2019). This was mainly due to the high number of cases relating to ticket refunds, difficulties with night train services and appeals for penalty payments.

Total revenue for passengers increased almost tenfold

In line with the increase in the number of completed procedures, the amount generated has also risen in recent years. A total of 650,000 euros has been generated for passengers since 2015, almost half of this amount in the last two calendar years alone. This shows that the amounts in dispute in the rail sector are increasing overall. This is due to the greater interest in night trains and international connections. If such a train is canceled, for example, the rail company is obliged to provide assistance (e.g. hotel accommodation).
